ஜெனீவா, செப்டம்பர் 8, 2026: ஐக்கிய நாடுகள் மனித உரிமைகள் பேரவையின் 63வது கூட்டத்தொடரில் இலங்கையின் மனித உரிமைகள் நிலை, நல்லிணக்கம், பொறுப்புக்கூறல் மற்றும் சட்ட சீர்திருத்தங்கள் தொடர்பாக இலங்கை அரசாங்கத்தின் நிலைப்பாட்டை ஜெனீவாவுக்கான இலங்கையின் நிரந்தரப் பிரதிநிதி தூதுவர் சுமித் தஸநாயக்க விளக்கினார்.
2026 செப்டம்பர் 7 முதல் அக்டோபர் 7 வரை ஜெனீவாவில் நடைபெறும் 63வது மனித உரிமைகள் பேரவைக் கூட்டத்தொடரில், செப்டம்பர் 8ஆம் தேதி இலங்கை சார்பில் சுமித் தஸநாயக்க உரையாற்றினார். ஐ.நா. மனித உரிமைகளுக்கான துணை உயர் ஆணையாளர் ஆவா டாபோ இலங்கையின் மனித உரிமைகள் நிலை தொடர்பாக முன்வைத்த எழுத்துமூலப் புதுப்பிப்புக்கு பதிலளிக்கும் வகையில் இந்த உரை இடம்பெற்றது.
இலங்கையின் தற்போதைய பயங்கரவாதத் தடுப்புச் சட்டம் (PTA) நீக்கப்பட்டு, அடிப்படை சுதந்திரங்களுக்கு உத்தரவாதம் அளிக்கும் புதிய சட்டம் கொண்டு வரப்படும் என சுமித் தஸநாயக்க பேரவைக்கு தெரிவித்தார்.
புதிய சட்டத்தின் வரைவு தற்போது வர்த்தமானியில் வெளியிடப்பட்டுள்ளதாகவும், அடுத்த கட்டமாக நாடாளுமன்றத்தில் சமர்ப்பிக்கப்பட உள்ளதாகவும் அவர் குறிப்பிட்டார். மேலும், இணையப் பாதுகாப்புச் சட்டத்தில் (Online Safety Act) மேற்கொள்ளப்பட வேண்டிய திருத்தங்களும் பங்குதாரர்களுடனான கலந்துரையாடல்களுக்குப் பின்னர் இறுதிப்படுத்தப்பட்டு வருவதாகத் தெரிவித்தார்.
இலங்கையின் நல்லிணக்க நடவடிக்கைகள் தொடர்பாகவும் பேரவைக்கு விளக்கமளிக்கப்பட்டது.
காணாமல் போனோர் தொடர்பான அலுவலகம் (OMP), இழப்பீட்டு அலுவலகம் (OR), தேசிய ஒற்றுமை மற்றும் நல்லிணக்கத்திற்கான அலுவலகம் (ONUR) ஆகிய உள்நாட்டு நிறுவனங்களின் செயல்பாடுகள் வலுப்படுத்தப்பட்டுள்ளதாக தெரிவிக்கப்பட்டது.
மேலும், உண்மை மற்றும் நல்லிணக்க ஆணைக்குழுவுக்கான வரைவு கட்டமைப்பு மீளாய்வு செய்யப்படுவதாகவும், ஏற்கனவே உள்ள நிறுவனங்களுடன் பணிகள் ஒன்றுக்கொன்று மாறுபடாமல் இருப்பதை உறுதி செய்வதற்கான நடவடிக்கைகள் மேற்கொள்ளப்படுவதாகவும் தெரிவிக்கப்பட்டது.
சில முக்கியமான உயர்மட்ட வழக்குகள் தொடர்பான விசாரணைகளை மீண்டும் ஆரம்பிப்பதற்கான நடவடிக்கைகள் மேற்கொள்ளப்பட்டுள்ளதாகவும் இலங்கை தெரிவித்தது. இதன் மூலம் உள்நாட்டு நீதித்துறை நடைமுறைகள் மூலம் பொறுப்புக்கூறலை உறுதி செய்வதற்கான அரசாங்கத்தின் முயற்சி வெளிப்படுவதாக தெரிவிக்கப்பட்டது.
இலங்கையின் ஊழல் எதிர்ப்பு நடவடிக்கைகளும் மனித உரிமைகள் பேரவையில் முன்வைக்கப்பட்டன.
ஊழல் மற்றும் லஞ்சம் தொடர்பான விசாரணை ஆணைக்குழுவான CIABOC-ஐ வலுப்படுத்தியுள்ளதாகவும், தேசிய ஊழல் எதிர்ப்பு செயல் திட்டம் 2025–2029 நடைமுறைப்படுத்தப்பட்டு வருவதாகவும் இலங்கை தரப்பு தெரிவித்தது.
2025ஆம் ஆண்டில் இலங்கை 5 சதவீத உண்மையான பொருளாதார வளர்ச்சியை பதிவு செய்துள்ளதாகவும், பொருளாதார மற்றும் காலநிலை சார்ந்த சவால்களுக்கு மத்தியிலும் நாடு மீட்சிப் பாதையில் முன்னேறி வருவதாகவும் சுமித் தஸநாயக்க குறிப்பிட்டார்.
இலங்கையின் மனித உரிமைகள் மற்றும் நல்லிணக்கப் பிரச்சினைகளில் வெளிப்புற ஆதாரச் சேகரிப்பு பொறிமுறைகளை உள்ளடக்கிய ஐ.நா. தீர்மானம் 60/1 தொடர்பில் இலங்கை தனது எதிர்ப்பை மீண்டும் பதிவு செய்தது.
இத்தகைய வெளிப்புற பொறிமுறைகள் உள்நாட்டு நல்லிணக்க மற்றும் பொறுப்புக்கூறல் செயல்முறைகளை பாதிக்கக்கூடும் என சுமித் தஸநாயக்க தெரிவித்தார். அதற்கு பதிலாக இலங்கையின் தேசிய நிறுவனங்கள் மற்றும் உள்நாட்டு செயல்முறைகளுக்கு ஆதரவு வழங்குமாறு ஐ.நா. மனித உரிமைகள் பேரவையை இலங்கை கேட்டுக்கொண்டது.
இதற்கிடையில், இந்த ஆண்டு நடைபெறும் ஐக்கிய நாடுகள் பொதுச் சபையின் (UNGA) 81வது கூட்டத்தொடரில் ஜனாதிபதி அநுர குமார திசாநாயக்க நேரடியாக பங்கேற்கமாட்டார் என வெளியுறவு அமைச்சர் விஜித ஹேரத் தெரிவித்துள்ளார்.
செப்டம்பர் 22 முதல் 28 வரை நியூயோர்க்கில் நடைபெறும் உயர்மட்ட நிகழ்வுகளில் இலங்கையை வெளியுறவு அமைச்சர் விஜித ஹேரத் பிரதிநிதித்துவப்படுத்தவுள்ளார். அவர் செப்டம்பர் 26ஆம் தேதி நியூயோர்க் செல்லவுள்ளதாகவும், செப்டம்பர் 28ஆம் தேதி இலங்கையின் தேசிய அறிக்கையை பொதுச் சபையில் முன்வைக்கவுள்ளதாகவும் தெரிவிக்கப்பட்டுள்ளது.
கடந்த ஆண்டு ஐ.நா. பொதுச் சபைக் கூட்டத்தில் ஜனாதிபதி அநுர குமார திசாநாயக்க இலங்கையை பிரதிநிதித்துவப்படுத்தி உரையாற்றியிருந்த நிலையில், இந்த ஆண்டு அமைச்சர்மட்ட பிரதிநிதித்துவம் வழங்கப்படுவது குறிப்பிடத்தக்க மாற்றமாகும்.
Geneva, September 8, 2026: Sri Lanka has outlined its recent progress on human rights, reconciliation, accountability and legal reforms at the 63rd Session of the United Nations Human Rights Council (UNHRC) in Geneva.
Sri Lanka’s Permanent Representative to the United Nations in Geneva, Ambassador Sumith Dassanayake, addressed the Council on September 8 in response to a written update on the human rights situation in Sri Lanka presented by UN Deputy High Commissioner for Human Rights Awa Dabo.
A key issue highlighted by Sri Lanka was the planned repeal of the Prevention of Terrorism Act (PTA).
Ambassador Dassanayake told the Council that the PTA will be repealed and replaced with new legislation designed to safeguard fundamental freedoms. The draft legislation has been gazetted and is expected to be presented to Parliament.
Sri Lanka also said that proposed amendments to the Online Safety Act are being finalized following consultations with relevant stakeholders.
Sri Lanka also briefed the Human Rights Council on its ongoing reconciliation efforts.
The Government said that the Office on Missing Persons (OMP), Office for Reparations (OR), and Office for National Unity and Reconciliation (ONUR) continue to carry out their mandates with strengthened resources.
The Government is also reviewing the proposed framework for a Truth and Reconciliation Commission, while examining ways to ensure that its work does not overlap with existing mechanisms.
Sri Lanka further informed the Council that steps have been taken to reopen investigations into certain high-profile cases, which it said demonstrates its commitment to accountability through independent national judicial processes.
Sri Lanka highlighted its anti-corruption programme, including efforts to strengthen the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) and implement the National Anti-Corruption Action Plan 2025–2029.
The Government also referred to proposed judicial reforms aimed at addressing case backlogs, increasing the number of judges and retaining judicial expertise.
According to the Sri Lankan delegation, the country recorded 5% real GDP growth in 2025 and has returned to upper-middle-income status, despite continuing economic and climate-related challenges.
Sri Lanka reiterated its opposition to the external evidence-gathering mechanism associated with UN Human Rights Council Resolution 60/1.
Ambassador Dassanayake argued that such external mechanisms could create divisions and undermine genuine national reconciliation and accountability processes. Sri Lanka called on the Human Rights Council to assess the country’s situation objectively and support nationally led efforts toward reconciliation, justice and development.
Meanwhile, President Anura Kumara Dissanayake will not personally attend this year’s United Nations General Assembly (UNGA) in New York.
Foreign Minister Vijitha Herath has announced that he will represent Sri Lanka at the 81st UN General Assembly and deliver the country’s national statement on September 28.
Minister Herath is scheduled to travel to New York on September 26. The high-level General Debate is scheduled for September 22–28.
President Dissanayake attended and addressed the UN General Assembly as Sri Lanka’s Head of State last year. This year, Sri Lanka will instead be represented at ministerial level, with the Foreign Minister leading the delegation.
